In GTA 5 there are many collectibles, among them the Letter Scraps. These letter scraps are associated with the infamous GTA world murder of Leonora Johnson. She was murdered in 1975 by an unknown assailant (that is, unknown until you find all the letter scraps). Her body was mutilated and was discovered on the side of the Land Act Dam with the help of an anonymous tip-off to the LSPD.
The letter was written by Leonora's Killer and is addressed to one "David Richards" confessing his crime. However, the letter was torn apart and 50 pieces in total are now scattered throughout Los Santos. Once you find all the letter scraps you can put them together to read the confession letter. This letter helps you reveal the killer's location which becomes available as a 'Strangers and Freak' mission called 'A Starlet in Vinewood' for Franklin.
The letter scraps can be collected when playing as any one of the main protagonists, however, the main killer confrontation is only available when you're playing as Franklin. When collecting with Franklin, you can also use Chop to help locate the letter pieces. You will be able to tell whether or not you're near the letter piece by listening to paper rustling sound effects.

You will find this letter piece on top of a container on Buccaneer Way at Terminal.
The piece is located at Los Santos International Airport. It is on the floor near the entrance to the subway of LSIA Terminal 4 Station on New Empire Way.
The letter is on a dry docked boat on Elysian Island. The boat is called Olifantus. You will find the letter at the front end of the boat.
The piece is laying on the floor on top of the Sightings Bar & Restaurant at Los Santos International Airport.
The piece is in an underground tunnel under Popular Street located at Cypress Flats.
The piece is inside of a wrecked bus inside of a car scrapyard located in the Murrieta Oil Field at El Burro Heights.
It is on the floor in the backyard of a house located at Grove Street in Davis.
This piece is inside of a trash container in the parking lot of Davis Mega Mall in Davis.
The letter piece is inside of a skate bowl located at Vespucci Beach in San Andreas.
You can find this piece laying on the ground on an island in Pacific Ocean which is just southeast of the NOOSE Headquarters located in Palomino Highlands.
The piece is in a tunnel of Vespucci Canals under Palomino Avenue located in La Puerta.
The piece is on the balcony of Pearl's Seafood Restaurant located at Del Pierro Pier.
This piece is laying on the side of Vespucci Boulevard bridge which connects East Los Santos and Downtown. The bridge is located in La Mesa.
You can find the piece on top of the highest point of the crane located at the Mile high Club construction site at Pillbox Hill.
The piece is at the movie set located at Backlot City. You can find the piece u the stairs at stage number 14 southwestern corner.
The piece is laying inside of a pit at the STD Contractors construction site located at Alta.
The piece is at the Storm Drain Canals located at Los Santos River.
You can find this piece laying on the ground next to a statue at the Cemetery of Hill Valley Church, on the small island in the pond at Pacific Bluffs.
The piece is on the half pipe of skate park which is above the Hawaiian Snow located in Hawick.
The piece is on the bar counter next to the swimming pool at Pacific Bluffs County Club.
The piece is laying beside a BBQ inside of a motel courtyard at Burton in West Vinewood.
The letter piece is on the floor next to one of the seats of the Vinewood Racetrack in East Vinewood.
The piece is in the middle of a maze in Kortz Center at Pacific Bluffs.
You can find the piece inside of a room in an outdoor area on one of the Lake Vinewood Estates properties.
The letter piece is on top of the 'I' sign of the "Vinewood" sign situated in Vinewood Hills.
The piece is laying on the ground next to a guide sign standing next to a fruit stand at Tongva Valley on the side of the road.
The piece is laying on the ground next to a bench near the juice stand in the Arthur's Pass Trails in Vinewood Hills north of Galileo Park.
The piece is on a rock island which is east of Palmer-Taylor Power Station.
You can find this letter piece right outside an abandoned mine shaft located in the hills of Great Chaparral.
You will find this piece inside of a cave at San Chianski Mountain Range near Ron Alternates Wind Farm.
The piece is behind a large billboard near an abandoned farm in Great Chaparral at Grand Senora Desert region.
You will find the piece in the middle of a tank at the construction site at Redwood Lights Track.
It is in the swamp near the river closest to Fort Zancudo at Lago Zancudo.
The piece is under a bridge at Route 68, Zancudo River.
You will find the piece laying on the ground at Hill Valley Church graveyard located in Great Chaparral.
You will find the piece on top of the highest building of Stoner Cement Works plant located at Harmony. There's a set of several ladders that will lead you directly to the highest point where the piece is clearly visible.
You will find this piece on top of a large rock located to the southwest of Sandy Shores Airfield, Sandy Shores.
It is inside of an empty swimming pool of an abandoned motel in Sandy Shores.
It is sitting on a clifftop which is overlooking Cassidy Creek at Raton Canyon.
The piece is at the northwestern corner of the shore north of rowboat at Alamo Sea. You can also see a bridge leading to Mount Chiliad.
The piece is on the east side of Millars Boat Shop fishery building located in Galilee off Calafia Road on the north shore of the Alamo Sea.
Chiliad Mountain State Wilderness next to the buildings above the Altruist Camp. You can find this piece next to some buildings located on the mountain above Altruist Camp at Chiliad Mountain State Wilderness. It is recommended to go to this particular located using a helicopter since you won't be able to go to the location through the altruist camp as it will be locked if you have not cleared the camp through a random event trigger. Beside getting close to the camp or inside is dangerous as the cult members will start attacking you. It is better to avoid them when going to this location. You won't be attacked if you go to the location from the opposite side of the camp and directly enter the letter scrap area as you can see in the screenshot below.
The piece is inside of a crop tunnel house on Union Grain Farm located in Grapeseed.
The piece is on the east side of El Gordo Lighthouse located at Mount Gordo.
The piece is in between trees in Paleto Forest just north of the Paleto Forest Sawmill.
It is located at the cable car terminal station next to the parachute at Mount Chiliad.
You will find this piece nn the balcony of a house which is located in Paleto Bay overlooking the beach.
The piece is in the doorway of one of the camps in Dignity Village near Mount Chiliad.
The piece is sitting at the entrance of a public toilet of Procupio Truck Shop located along the Great Ocean Highway in Procopio Beach, Blaine County, San Andreas.
This piece is inside of a precarious house behind Beeker's Garage located in Paleto Bay.

Once you've collected all 50 letter scraps, you will be able to read the full confession letter by the killer who turns out to be Peter Dreyfuss, a renowned film director. You can see the re-assembled letter below.
After you collect all the pieces, the location of the killer will be revealed on the map. It will be a 'Strangers and Freak' mission, having a Green colored 'Question' mark on the map when you're playing as Franklin. The name of this mission is 'A Starlet in Vinewood'.
Before going inside and confronting the Peter, you can puncture his car's tires, so that he won't be able to escape and you can easily take him out.
After you get closer to him a cut scene will appear after which he will start running away from you, you can either LET HIM GO or YOU CAN TAKE HIM OUT. The choice is yours to make here.
Since you already punctured his tyres the only option he has is to run away on foot. After you take him out, a mission completed message will pop up and thus concludes out murder mystery revolving around Leonora Johnson.
After you have killed Peter Dreyfuss, a news article will be published related to this incident if you go to the internet on either your phone or a computer in-game.
