There are numerous phone numbers you can call in GTA 5. Many put you through to an in-game character, but others just give you a busy signal or an answering machine.
If for some reason you lose your Mechanic from your list of contacts in GTA Online, then simply dial the following number to call him up manually and request a vehicle: 328-555-0153. If you try calling the same number in story mode then you'll get a message saying that "the owner is occupied".
To repeat, the number of your mechanic is 328-555-0153.
