Rockstar has updated its GTA Online issues page and stated that if your online character has disappeared, you should back out to GTA V story mode and then try re-entering Grand Theft Auto Online via the pause menu. If this works great, if not then you need to wait until Rockstar's cloud servers are back up.
Rockstar also wanted to emphasize that you should NOT create a new character in the empty slot where your old character was (this seems like a sure-fire way to lose that character forever).
And finally, you should also not hit "Retry" if you come across the message 'The Rockstar Cloud Servers Are Unavailable'. Instead simply follow the steps above. Rockstar has said that by hitting "Retry" your character may be over-written.
