GTA V's Last-Gen DLC Policy Confusing Players
When the Freemode Events update for GTA Online didn't appear for Xbox 360 and Playstation 3, players realized that what they've feared had finally come to pass. DLC support for GTA V on the previous generation consoles had been ceased.
When asked about the decision, Rockstar cited the memory related hardware limitations of the older machines, but it is also clear that human resource concerns also played a part in the decision. Seeing as we've gotten 3 major DLC packs in a span of time shorter than that which passed between the release of the two Ill-Gotten Gains parts, the reinforcements the developers got from the last-gen port team can definitely be felt.
While Rockstar's explanation is understandable for a fundamental, massive and substantial update such as Freemode Events and also Lowriders, which added a huge amount of new content to the game (and even then some last gen players were vocally upset), many people are disgruntled about the absence of the Halloween Surprise on PS3 and Xbox 360. This is because there really isn't that much content in this DLC that, if compressed and optimized right, would not fit on last gen machines. Most comments under recent Newswire posts are from people requesting further DLC support for the older consoles.

Of course, since this is the internet, everyone complaining about the termination of DLC support is getting a slew of responses along the lines of "Just get a PS4/XBO and stop whining", however some people may not be able to afford a whole new gaming system plus a full price AAA game. Last-gen players are arguing that they paid the same amount for the game as those playing on newer system, but they are getting less content.
